Our Administration
The administration of IMCLS is built on clear structures and shared responsibilities, ensuring that every activity runs smoothly. Decision-making takes place through well-defined committees and leadership teams, where voices from the community are heard and valued. This participatory approach keeps the organisation closely aligned with the aspirations of the people it represents. Transparency, accountability, and inclusiveness remain at the heart of its framework, allowing IMCLS to function not just as an apex body but as a collective voice and guiding force for the community.
To achieve this, IMCLS is administered and managed by the following bodies and committees:
General Body
The General Body includes all members and has the final say in approving rules and regulations. It meets once a year or earlier if requested by two-thirds of the Executive or Advisory Body. The General Secretary arranges the meeting, and the President presides over it.
Advisory Body
The Advisory Body is led by a Chairperson and includes past Presidents and General Secretaries of IMCLS, leaders of IMGEA and AIMSU, as well as current and former MPs, MLAs, and Zilla Parishad Chairpersons from the Idu Mishmi community.
Executive Body
The Executive Body is made up of elected office bearers serving a three-year term. It meets monthly to manage IMCLS’s affairs, implement General Body decisions, oversee finances, and form working committees for specific tasks. It also handles fundraising, reviews budgets, and manages staff, ensuring that all activities align with IMCLS’s goals and principles.
Working Committee
The Executive Body can form working committees to assist in carrying out specific tasks, such as language development or organizing festivals. Each working committee will be led by a Chairperson, who will be chosen from the members of the General Body.
Audit Committee
The Audit Committee will have three members – a Chairperson and two others – appointed by the Executive Body. It will review records from the Executive Body and all Working Committees every six months, prepare an audit report, and share it with the Advisory Body, Executive Body, and Complaint Committee. Based on its findings, it can also submit recommendations to the Complaint Committee for further action.
Complaint Committee
The Complaint Committee is a three-member body led by the outgoing President, with the outgoing General Secretary and Treasurer as members. It investigates financial misconduct, either on its own or based on complaints, and takes legal action if necessary. It also issues clearance certificates to outgoing members and ensures accountability in all financial matters.
Selection Committee
The Selection Committee consists of eleven members led by a Chairperson. It is responsible for selecting the Executive Body as per the rules in Annexure I and forming the Complaint Committee in line with Article 20.
